POWELL PROMOTED WITH CELLULAR COMPANY: Daniel A. Powell was appointed director of market operations for 360 Communications for its southeastern markets in Hampton Roads, Petersburg and Richmond. Powell, who joined the communications company in 1995, previously served in the same position for the company's Hampton Roads area only.

GRAY AND RUTHERFORD RECEIVE RECOGNITIONS: Jeffrey H. Gray, a member of the law firm of Willcox & Savage, has been named chair-elect of the Virginia State Bar Litigation Section's board of governors. Also, a senior member of the law firm, Palmer S. Rutherford, has been certified by the Virginia Supreme Court as a mediator. Mediators can receive referrals from the court and serve as mediators in private proceedings.

NORFOLK

THREE ARCHITECTS NAMED TO LOCAL FIRM: Hanbury Evans Newill Vlattas & Co. appointed Michael A. Taylor as an architect. Kirt Lehnus and Stanley G. Hilton were appointed intern architects.

HAMPTON

CITY REZONES LAND FOR NEW SHOPPING CENTER: Norfolk developer Robert Brown can now build a 600,000-square-foot shopping center in Hampton, almost as big as Patrick Henry Mall, if residents will sell him their property. The Hampton City Council approved the rezoning of the 48-acre parcel of land just southwest of the Mercury Boulevard and Interstate 64 interchange. The rezoned land includes the 34-year old Thomas Villa neighborhood.

NEWPORT NEWS

NEWPORT NEWS SHIPBUILDING REPORTS DIVIDEND: Newport News Shipbuilding will pay a dividend of $.04 per share to shareholders on July 31. It is the third quarterly dividend the company has had since it became independent from Tenneco Inc. in December. The dividend will be payable to shareholders of record as of July 19. The big Peninsula shipyard will announce its second quarter earnings today.

RACE TRACK HOLDS JOB FAIR: Colonial Downs will hold a three-day job fair starting today to fill about 400 full- and part-time jobs. Applicants can come to New Kent High School (off Route 249) today from 6 to 9 p.m.; Saturday from 9 a.m. to 5 p.m., and Sunday from noon-5 p.m. Jobs, mostly part time and some seasonal, include tellers, bookkeepers, maintenance, waiters and security.
