Sailboats float in Crawford Bay as they await the start of the 10th
annual Cock Island Race. A lack of wind created some problems for
the 283 boats and crews that were participating in the race down the
Elizabeth River. Despite a late start and some stalls during the
race, the sailing event did go on. See story, Page B3.
