A 19-year-old man whose body was found in the 800 block of West 38th St. Sunday morning was identified by police as Carl Outland.
Outland of the 200 block of West 31st St. was found shot to death at 2:27 a.m. Sunday. Police had withheld his identity until his relatives could be notified.
Later Sunday, police arrested Andre Ronelle Pouncy, 22, of the 200 block of West 33rd St. and charged him with murder and use of a firearm in the commission of a felony.
