BELLY LAUGHS and sweet soul music are a promising combination. Tonight's Sinbad Soul Music Festival is sure to have plenty of both. The big guy, who's pretty adept at tickling funny bones, plays host. Headliners Earth, Wind & Fire will play their hits plus tracks from the new CD, ``In the Name of Love.'' Teena Marie and Larry Graham and Graham Central Station share the bill.

TALK ABOUT staying power. We could tick off plenty of reasons why Peter, Paul and Mary are into their fourth decade of playing together. But we couldn't put it better than Mary Travers did when she told The Pilot: ``The relationship between the three of us has gotten better, richer and deeper over the years.'' Marriage should be so good. Anyway, that bodes well for Saturday's love-in.

ON SUNDAY, take a free, public tour of ``Rembrandt and the Golden Age: Dutch Paintings from the National Gallery of Art,'' the current exhibition at The Chrysler Museum of Art.

The 2 p.m. tour will take you to Holland in the 17th century, when peace and prosperity helped the nation's art scene blossom and grow to an unprecedented extent.

Many of the top Dutch artists from that era are included in this show of 14 paintings, including Rembrandt van Rijn, Frans Hals and Jacob van Ruisdael. See a full range of imagery, including still lifes, portraits and landscapes.

The show's up through Nov. 30. Museum admission is $4 adults, $2 students and seniors, and free to ages 5 and younger and on Wednesdays. Open 10 a.m. to 5 p.m. Tuesday through Saturday, 1 to 5 p.m. Sunday.

YOU'LL FIND QUALITY CRAFTS and folk art highlight the American Craft & Folk Art Show from 10 a.m. to 5 p.m. Saturday and 11 a.m. to 5 p.m. Sunday at the Virginia Beach Pavilion. Along with the wood carvings, pottery, furniture, jewelry and primitive paintings there'll be ongoing demonstrations of time-honored crafts. Weekend admission: $5. 428-8000.
