NORFOLK'S PROPERTY CRIME RATE HIGH BUT FALLING 1996 RATES BY PLANNING DISTRICT

While Norfolk posted the region's second highest property crime rate last year, it also saw the greatest decline in property crime of any South Hampton Roads city.

Last year, more than 16,000 burglaries, auto thefts, larcenies and arsons were reported in the city. That's 1,700 fewer than in 1995 and almost 7,500 fewer than in 1990. MEMO: [Complete text of this story can be found on the microfilm for
