RECOMMENDATIONS

Extend eight-week basic training by one week to stress values and

ethics.

Make advanced training for the individual soldier more rigorous.

Revamp the service's equal-opportunity training.

Put a three-star general in charge of training at the Army's

Training and Doctrine Command, located at Fort Monroe, Va.

Assign 100 new lieutenants to advanced training units to give

company commanders more time to spend with troops.
