THREE APPOINTED AT MCKIM & CREED: Andrew M. Snyder and Ali Mahan were named project managers/engineers at McKim & Creed, a full-service engineering/architectural firm. Colleen Britt was named CAD technician/designer. Snyder has more than 23 years of civil and environmental engineering experience in Hampton Roads. Mahan has provided project management and engineering services for local governments and military installations throughout the area. Britt will produce CAD-generated engineering plans for water and wastewater projects using Microstation and AutoCAD.

NEWPORT NEWS

STEELWORKERS UNION MAKES VOTER PRESENTATION: Norman Hill, national president of the A. Phillip Randolph Institute, will make a presentation today at 6:30 p.m. at the United Steelworkers Union Local 8888 headquarters, Newport News. The Randolph Institute focuses on voter registration, voter education and voter participation. For information, call 247-5291.

CARDINAL INVESTIGATIONS RELOCATES: Cardinal Investigations has relocated to 3707 Virginia Beach Blvd. The private investigation firm was formed by Bill Meador and Wanda Killebrew, retired detectives of the Virginia Beach Police Department.

NORFOLK

NEW EXECUTIVES AT STAT: E. Andrew Mayo was named executive vice president of business development and John A. Skinner was named network manager at STAT, a company specializing in comprehensive information connectivity for physician groups, Managed Service Organizations and Physician Hospital Organizations and physician networks. Mayo will lead the development of integrated physician network systems into the ambulatory care market, signaling the company's new strategy to offer its services to MSOs, large physician groups and PHOs. Most recently, Mayo was co-founder and senior executive at MedPlus, a Cincinnati-based firm. Skinner was a technical consultant for Wang Federal Systems in Chesapeake.

VIRGINIA

CSX PROMOTES SHUDTZ, FITZSIMMONS: Peter J. Shudtz has been promoted to vice president-law and general counsel and Ellen M. Fitzsimmons to general counsel-corporate of CSX Corp. Shudtz, 49, has been general counsel at CSX and has headed its law department since 1991. Previously, he was general counsel-special projects for the company. He joined the law department of a CSX predecessor company in 1976 from the Interstate Commerce Commission, where he was an attorney. Fitzsimmons, 37, came to CSX in 1991 as senior counsel and was promoted to assistant general counsel in 1995. Prior to joining CSX, she was with the Richmond law firm of Hunton & Williams.
