NORFOLK COUNCIL ACTIONS

These are the actions from the Norfolk City Council meeting Tuesday. Councilman Wright was absent. Unless otherwise noted, all actions were unanimous.

PUBLIC HEARING

A public hearing on the Norfolk Redevelopment and Housing Authority's application for the closing, vacating and discontinuing of portions of Dinwiddie Street, Stafford Street, Frederick Street and Mahone Avenue. Approved.

A public hearing on the Norfolk Redevelopment and Housing Authority's application for the closing, vacating and discontinuing of portions of Outten Street, Maysville Avenue, August Avenue, Brickhouse Avenue, Elmwood Avenue, 17th Street and an unnamed 15-foot lane. Approved for ordinance.

A public hearing on Norfolk Collegiate School's application to change the zoning on property located at 5429 Tidewater Drive from conditional C-3 (retail center) to conditional IN-1 (institutional.) Approved.

A public hearing on Kevin Hill's application to change the zoning of 1255 to 1257 Norview Avenue from R-7 (one family) to conditional C-2 (corridor commercial.) Continued three weeks to Oct. 14.

CONSENT AGENDA

Recommendation of the City Planning Commission on the application of Mehri Kahhal and Mohammad Zarandi to change the land use designation in the Lambert's Point Neighborhood Plan as contained in the General Plan from low-density residential to commercial/office.

Recommended action: Authorize clerk to advertise for a public hearing Oct. 28. Approved.

REGULAR AGENDA

An ordinance to amend and reordain the city code, 1979, to add one new section numbered 37-46 allowing portability of service between the Employees' Retirement System of the city of Norfolk, certain political subdivisions of the commonwealth and the Virginia Retirement System.

(Passed at the Sept. 9 meeting.) Approved.

An ordinance authorizing a lease with Norfolk Festevents Ltd. for certain city-owned property at 123 Granby St. Approved.

An ordinance approving a lease agreement with Willi's Pizza Inc., T/A Cafe' Russo. Approved.

An ordinance approving a Downtown Development Certificate for property located north of College Place between Duke and Boush Streets. Approved, 5-1 (Riddick voted no.)

An ordinance granting permission to McRan Development Corp. to encroach into the right of way of Killam Avenue at 865 W. 39th St. Approved.

An ordinance vacating a portion of Montclair Avenue and authorizing the conveyance of the underlying street bed to Ford Motor Co., upon a certain condition. Continued one week to Sept. 30.

A resolution approving the exercise by the Industrial Development Authority of Norfolk of powers conferred by the Industrial Development and Revenue Bond Act and Ordinance 26,565 and 27,524 of Norfolk in conjunction with the issuance for Sentara Health System, a Virginia nonstock corporation, and certain of its not-for-profit affiliates named below, of not to exceed $100 million of the authority's revenue notes 1) in undertaking the acquisition, construction and installation of certain capital expenditures, including building renovations and improvements, diagnostic, therapeutic, surgical and fitness equipment, medical office furnishings and equipment, health care business office furnishings and equipment, motor vehicles and equipment and furnishings for in-patient and out-patient procedures, treatments and consultations at hospitals, clinics, doctor's offices and emergency centers and 2) to pay a portion of the costs of issuing said notes. Continued one week to Sept. 30.

A resolution approving the exercise by the Industrial Development Authority of Norfolk, of powers conferred by the Industrial Development and Revenue Bond Act and Ordinances 26,565, and 27,524 of the city in conjunction with the issuance for Foodbank of Southeastern Virginia Inc., a Virginia nonstock corporation (The applicant), of not to exceed $1.6 million of the authority's 1997 revenue bonds (Foodbank Project) (The Bonds) to assist in 1) financing a portion of the costs of the acquisition, construction, renovation and equipping of a 75,000-square-foot warehouse/office facility and certain personal property contained therein, located on 2.5 acres at 800 Tidewater Drive, for use as a headquarters and operations center for the applicant, and 2) paying certain costs incurred in connection with the issuance of the bonds. Approved.

An ordinance approving a grant application to the Virginia State Library for the Norfolk Public Library and accepting $17,737 and appropriating said funds. Approved.

An ordinance authorizing the city treasurer to docket a lien against certain lands or premises for the expenses to abate nuisances. Approved.

An ordinance approving $80,270 for the local cash match for a grant from the United States Department of Justice, Office of Community Oriented Policing Services Universal Hiring Program Year Two. Approved.

An ordinance approving $93,640 for the local cash match for a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services Universal Hiring Program Year Three. Approved.

An ordinance approving a cash match in the amount of $80,270 for a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services Universal Hiring Program Year Two. Approved.

An ordinance approving $281,843 from the general fund as a local cash match for a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services COPS Ahead Program Year Three. Approved.

An ordinance authorizing the acquisition by condemnation of land situated in Norfolk, belonging to Clarence M. Butler III and authorizing the expenditure of the sum of $347 to acquire the same. Approved.

An ordinance authorizing the acquisition by condemnation of land situated in Norfolk belonging to Tommey Arney and Krist R. Arney and authorizing the expenditure of the sum of $95 to acquire the same. Approved.

An ordinance authorizing the acquisition by condemnation of land situated in Norfolk belonging to Earl B. Chappell Jr. and authorizing the expenditure of the sum of $200 to acquire the same. Approved.

An ordinance authorizing the city manager to apply for a Homeownership Zone Program Grant and Section 108 Loan Guarantee, from the United States Department of Housing and Urban Development in the sum of $8 million. Approved.

An ordinance creating and deleting positions in various departments of the city, authorizing the employment of one person in a special project status, providing for salaries, amending the city's General Employee and Middle Management Compensation Plans and amending the Norfolk City Code. Approved.
