NORFOLK

TAYLOR PROMOTED AT VIRGINIA POWER: Charles H. Taylor III was promoted to director of media and community relations for Virginia Power's Eastern Region and North Carolina Power. He had served as a corporate communications representative in the company's Richmond headquarters.

CARD AND PARTY SUPPLY STORE OPENS: Factory Card Outlet, a Bensenville, Ill.- based discount chain for party supplies, greeting cards and special-occasion merchandise, has opened at Janaf Shopping Center.

HAMPTON

MANDERS ELECTED TO SECOND TERM ON BOARD: Janice Manders, executive director of the Downtown Hampton Development Partnership, was elected to serve a second, three-year term on the International Downtown Association Board of Directors.

NEWPORT NEWS

NOLAND DECLARES DIVIDEND: Noland Co.'s board of directors has declared a regular quarterly cash dividend of eight cents, payable Oct. 24 to stockholders of record at the close of business Oct. 14.

VIRGINIA

COLUMBIA GAS TEAMS WITH HONEYWELL: Reston-based Columbia Gas System, parent company of area natural gas distributor Commonwealth Gas Services, announced an alliance with Honeywell Inc. to sell energy-related products and services in a seven-state region for use in homes and businesses. Honeywell produces automation and control systems. Among other things, the partnership's services will include home security systems, indoor air-quality management in small businesses, and energy equipment maintenance for factories.

SURRY REACTOR DOWN FOR REFUELING: Virginia Power shut its 800-megawatt Surry 2 nuclear reactor to replace a portion of its nuclear fuel rods Monday, the company said. The unit is expected to be down 35 days. Surry Unit 1 was refueled in March. Its next scheduled shutdown is for a refueling in October 1998. Virginia Power is a subsidiary of Richmond-based Dominion Resources, an energy company with holdings in the United States, South America and the United Kingdom.
