PORTSMOUTH

CIT MOVES REGIONAL OFFICE: Virginia's Center for Innovative Technology has moved its South Hampton Roads office from Chesapeake to the Signet Bank Building at 355 Crawford St. CIT was created by the General Assembly in 1984 as a private, nonprofit organization. The regional office houses the CIT director and client coordinator, NASA's Mid-Atlantic Technology Application Center, the Hampton Roads Clean Cities Program, the Evnironmental Technology Center and the Virginia Manufacturing Extension Partnership.

SUFFOLK

WACHOVIA UNDERWRITES OFFERING OF SUFFOLK BONDS: Wachovia Bank, based in Winston-Salem, was the successful low bidder on $29.9 million of general obligation bonds offered by the city of Suffolk. The bonds, which mature between Dec. 1, 1998, and Dec. 1, 2017, were offered for public sale with yields ranging from 3.75 percent to 5.15 percent.

VIRGINIA BEACH

LANGLEY AND MCDONALD APPOINTS SENIOR ENGINEER: Richard S. Phillips was appointed a senior project engineer with the engineering and architectural firm. For the past five years, Phillips has been a consultant on the Peninsula. Also, Tom B. Langley, president of Langley and McDonald, was named a ``Fellow'' with the American Society of Civil Engineers.

HAMPTON

PENTRAN CAMPAIGN WINS AWARD: The Peninsula Transportation District Commission (Pentran) won first place for excellence in transit advertising in the National AdWheel Awards competition sponsored by the American Public Transit Association. Pentran received the award for its multi-media Walks of Life campaign designed to promote the introduction of Sunday bus service last spring.

NEWPORT NEWS

WENNBERG APPOINTED MANAGER OF COMMERCIAL MARKETING AT NEWPORT NEWS SHIPBUILDING: Peder K. Wennberg Jr. was named manager of commercial marketing at Newport News Shipbuilding. He will be responsible for marketing and sales activities associated with commercial new ship construction and conversion jobs. He was most recently an area sales manager for New Orleans-based Ulstein USA, which markets medium-speed engines, propellers, winches, steering gear and deck machinery.

VIRGINIA SILVESTRI TO HEAD NEW POSITION AT MEDIA GENERAL: Thomas A. Silvestri has been named director of news synergy and newsbank editor for Richmond-based Media General effective Jan. 1, 1998. This newly established position will be responsible for developing shared content among the publishing division properties. Silvestri will serve as a ``news advocate'' at the division level, concentrating on quality in content and synergy between all properties.

PARENT OF HENDERSON & PHILLIPS EXPANDS TO NORTHERN VIRGINIA: The San Francisco-based parent of Henderson & Phillips Insurance agency in Norfolk has expanded to Northern Virginia by buying Morgan & Cheves Inc., an Alexandria insurance agency. The terms of the transaction were not disclosed. Henderson & Phillips became the southeastern regional hub of USI Insurance Services when it was acquired by USI in June 1996. Earlier this year, USI bought another Virginia insurance agency, A.W. Hargrove Insurance Agency Inc. in Hanover County outside Richmond.
