KITTY HAWK

ANNE BUEHLER INSTALLATION: The Rev. Anne R. Buehler will be installed at the Unitarian Universalist Congregation of the Outer Banks at 7:30 p.m. Sunday.

The guest speaker will be Dr. Sydney F.C. Barnwell, a surgeon from Nashville, Tenn. Barnwell is an assistant dean at Meharry Medical College in Nashville and serves as chief of staff at the Alvin C. York Veterans Administration Medical Center in Murfreesboro.

Barnwell's sermon will be entitled ``The Origin of Anxiety - the Ending of Anxiety.''

The congregation's meeting house is at the intersection of Kitty Hawk Road and Herbert Perry Road in Kitty Hawk Village.

MANTEO

MANTEO BAND TAKES HONORS: The Manteo High School Marching Redskin Band has won its first two regional marching band competitions of the 1997 season. On Sept. 27, at the 4th annual West Craven High School Band Classic in Vanceboro, N.C., the band received second place for drum line and first for music, marching, visuals, general effect and overall Best Class ``A'' Band.

On Oct. 4, at John A. Holmes High School in Edenton during the 24th annual Peanut Festival Band Competition, the Redskin Band swept the field for first place awards. Competing against six other bands in Class ``AA'' competition, the ``Redskin Pride'' received first place awards for drum major, percussion, horns, visuals and best class ``AA'' band.

For the first time, the Manteo High band received an overall rating of superior, with actual performance scores only 1/100th of one point less than the best class ``AAA'' band at the entire competition.

MOREHEAD CITY

OYSTER SEASON OPENS WEDNESDAY: The North Carolina Division of Marine Fisheries has announced that oyster season opens Wednesday.

Oysters may be taken by hand-harvest methods only; the minimum size for oysters is 3 inches; oysters may be harvested from sunrise to sunset, Monday to Friday; individual fishermen will be allowed to hand-harvest no more than five bushels of oysters per day; and fishing operations will be allowed to hand-harvest no more than 10 bushels per day, regardless of the number of persons or boats involved.

Fishermen should also note that it is unlawful to possess or sell oysters without a harvest tag on each container, except for oysters harvested for personal consumption.

The following restrictions apply to recreational oyster harvest: The minimum size is 3 inches; oysters may be harvested from sunrise to sunset, seven days a week; and only one bushel of oysters per person, per day allowed.

RALEIGH

CHILD SUPPORT: North Carolina is enlisting businesses and other employers to help get child support to families on time. A new state directory will list every newly hired employee in the state within 20 days of their date of hire.

As of Oct. 1, all employers in the state are required to report new hires within 20 days. The state's New Hire Operations Center will compile and maintain a ``new hire'' directory. When an absent parent who is required to pay child support is identified, the employer will get a notice to withhold the child support from the employee's paycheck. Records are confidential and may only be used for child support enforcement and to guard against fraud.

New hire reporting is required of all employers by the federal welfare reform act of 1996.

WINDSOR

AUCTION ESTIMATES: Robert V. Ruggieo, Sotheby's Southeastern regional consultant, will give auction estimates for art, antiques, and collectibles at the Roanoke-Chowan Heritage Center at historic Hope Plantation on Saturday from 10 a.m. to 4 p.m.

Fees for Heirloom Discovery Day will benefit programs of the Historic Hope Foundation. Heirloom Discovery Day is open to the public, and local citizens are invited to bring in their items for art auction estimate. Fees are $10 per item or three for $25.

Also participating in Heirloom Discovery Day will be Robert S. Brunk, an auction specialist in North Carolina antiques.

Items that can be brought in for auction estimates include paintings, silver, porcelain, furniture, and other items, except collections such as stamps or coins.

LAND TRANSFERS: Several plots of environmentally valuable land are on their way to being preserved after a meeting of the Joint Legislative Commission on Governmental Operations. Pending final approval, the state will acquire these properties:

1.8 acres at Jockey's Ridge State Park at a cost of $35,500 for a 10 percent undivided interest.

10.8 acres at a cost of $65,000 in Kitty Hawk for inclusion in the Kitty Hawk Woods Nature Preserve from the Nature Conservancy. The cost of the lot is provided in a grant from the U.S. Fish and Wildlife Service.

.71 acre at 1400 Parkview Drive, Elizabeth City, at a cost of $48,500 for inclusion in the campus of Elizabeth City State University.
