Ida Barbour gets a helping hand

The Portsmouth neighborhood of Ida Barbour received a check Monday -

large in more ways than one. The U.S. Department of Housing and

Urban Development awarded a $24.9 million Hope VI grant for Ida

Barbour's revitalization project. U.S. Reps. Norman Sisisky and

Bobby Scott presented the check. Ida Barbour will use about $34

million in state and local government funds and private money to

finish the project.
