Thirteen more states, including Virginia, and Guam have qualified for less federal oversight and fewer restrictions on their job-training programs, the Clinton administration said Tuesday. They join 13 other states that received waivers earlier that enabled them to bypass certain regulations and customize their job-training programs for displaced workers, welfare recipients and disadvantaged youth and adults.
