The deadline for comments on the Norfolk Southern/CSX plan to carve up Conrail passed Tuesday. Comments for and against and alternative proposals to the two Virginia railroads' plan were due by 5 p.m. Tuesday at the federal Surface Transportation Board. The board will begin reviewing the railroads' application to take over Conrail in light of the comments from shippers, unions, competing railroads, government agencies, communities and others. Norfolk Southern and CSX have until Dec. 15 to respond to the comments. The board is expected to vote April 14 on the merger with its decision becoming effective June 8.
