ROADS CLOSED: The Fort Story 10K run on Friday will close certain roads. Atlantic Avenue will be one way from 8:45 a.m. until the race ends around 11 a.m. All fort traffic must enter by the East Gate on 89th Street and exit through the West Gate. Hospital Road will be closed between Al Jubayl Road and Atlantic Avenue. Cape Henry Road will be closed.
OCEANA EIS: Information sessions and public hearings on the draft environmental impact statement for Oceana Naval Air Station will be held Monday at the Virginia Beach Pavilion and Tuesday at Butts Road Intermediate School, 1571 Mount Pleasant Road, Chesapeake. The open information sessions will run from 3:30 to 7 p.m. Public hearings will be held from 7:30 to 10 p.m. Oral statements will be heard. Written copies of statements should be provided by speakers to ensure accuracy of the record. All written comments postmarked by Nov. 18 will become part of the official public record. LANGLEY IMPACT: Langley Air Force Base will tell the public how its aircraft affect the surrounding community when the Air Installation Compatible Use Zone study is released at 7:30 p.m. Tuesday at Northampton Community Center, 1435 Todds Lane, Hampton. The study examines aircraft noise and potential crash zones.
LIFESAVING MEDAL: The Coast Guard will present the Silver Lifesaving Medal to a local tugboat master at 10 a.m. today at Nauticus. Joseph Brisson of Portsmouth, master of the tugboat Fulford's Point, will be honored for his rescue of a bridge worker who fell from the Interstate 64 bridge into the Elizabeth River last December. Brisson dived in after him. Vice Adm. Roger T. Rufe Jr., commander of the 5th Coast Guard District, will present the medal. Brisson is the 2,041st medal recipient since its establishment in 1874.
DUNGEON TOURS: Portsmouth Naval Medical Center has expanded its tour schedule for the historic dungeon in Building One. Tours will be given at noon and 2 p.m. on Saturday, beginning on the building's front steps. Visitors should arrive 10 minutes early. The tour will also include the history of Hospital Point, the cemetery and the medical center. Parking is in the lot on Hospital Point. For information and directions, call 953-7986.
DRUG-FREE DAY: The Coast Guard and other law enforcement agencies will participate in the fifth annual Drug Free Day, from 1 to 5:30 p.m. Saturday at Mount Trashmore. The Coast Guard's Regional Tactical Law Enforcement Team North will have a booth explaining the service's missions and tactics.
TV DEBUT: The Learning Channel will feature a one-hour documentary on the Navy's newest nuclear-powered submarine, the Seawolf, as part of its new ``Super Structures of the World'' series. The show will air at 8 p.m. Nov. 9. Produced in cooperation with the Navy, the documentary moves from the first bending of steel at Electric Boat's plant to the 1997 commissioning ceremony. It features underway scenes and interviews with the crew that give a flavor of daily life aboard the submarine.
COMINGS AND GOINGS
Col. Gary Dylewski has relieved Brig. Gen. Theodore W. Lay II as commander of the 1st Fighter Wing at Langley Air Force Base. Dylewski has been commander of the 33rd Fighter Wing at Eglin Air Force Base in Florida. Lay will become commander of the 57th Wing at Nelis Air Force Base in Nevada.
