POLICE IDENTIFY TWO SUSPECTS IN 3 EAST OCEAN VIEW SLAYINGS

Police have identified two suspects in a triple slaying in East Ocean View five weeks ago.

Police spokesman Larry Hill said detectives had secured warrants alleging capital murder and firearms charges against the two suspects, who remain at large.

Hill identified one of the suspects as Koran ``Black'' Raysor, 23. He was described as 5 feet, 11 inches and 180 pounds. His last known address was in the 9500 block of 12th Bay Street.

The other man is Kelvin D. ``Say'' Hudson, 25. He was described as 6 feet, 1 inch and 162 pounds. He frequents the Lake Edward section of Virginia Beach and the Bay streets of Ocean View.

The fatal shootout occurred Sept. 16 in the 9600 block of 15th Bay St., near Pleasant Ave.

Police and residents said gunfire erupted near the parking lot of an apartment complex. Two of the victims died at the scene, and the third died shortly after arriving at Sentara Norfolk General Hospital.

The victims were identified as William L. Spencer Jr., 19, Terry Chark, 19, and Demetrius Wiley, 24. Police said the three men lived in East Ocean View.

Officials said drugs probably were involved in the shootings and that the suspects and victims knew each other.

The public and city outrage against the violence prompted officials to say they are bolstering efforts to rid the neighborhood of drugs and blight.

Police also said Wednesday they are looking for a man wanted in an unrelated malicious wounding in that same block five days before the homicide, Hill said.

Jamal D. Jackson, 21, is wanted for the malicious wounding Sept. 11. He was described as 5 feet 11 inches, 190 pounds and has a mole on his left cheek. He frequents the Ocean View area.
