Police complete

investigation of

shooting of woman

The Internal Affairs Department of the Chesapeake police has completed its investigation into an incident in Fernwood Shores in August, when police shot and wounded a knife-wielding woman.

But police are withholding the findings because the high-profile incident is still under review within the department, police spokesman Dave Hughes said Wednesday.

The city manager's office also will review the report, said Deputy City Manager Clarence V. Cuffee. He expected police to send it to City Hall within a week.

Commonwealth's Attorney Larry D. Willis said last month he wouldn't prosecute the officers in the shooting of Carlett Karim.

The internal investigation concerns violations of department policy and will not involve criminal charges.

Karim faces charges of malicious wounding and attempted malicious wounding for the Aug. 22 incident in which she stabbed two officers with a steak knife. A preliminary hearing on those charges is set for Nov. 3.

Man found dead may

have been shot in Suffolk

Police are investigating a killing that may have occurred just across the city line in Suffolk.

Details of the incident were sketchy late Wednesday, but about 9:25 p.m., Suffolk police were called to the intersection of Camelia Drive and Brookwood Drive in the Wynnewood section of the city, adjacent to the intersection of Virginia Route 164 and Interstate 664.

They were called for a reported shooting, but found nothing on their arrival.

Moments later, however, Chesapeake police were called to a Domino's pizza in the 3300 block of Western Branch Blvd. where a woman had run inside seeking help. She said her boyfriend had been shot.

Police found the dead man in a car parked outside. His identity was not immediately released.

Bond issue approved

for retirement community

Pat Robertson's upscale retirement community took another step toward fruition this week as the city's Development Authority approved a bond issue for the project.

The authority agreed to issue up to $125 million in revenue bonds to Founders Village Inc., the nonprofit corporation behind the seniors community planned for the Christian Broadcasting Network campus.

The bond issue gives Founders Village the money it needs at a lower interest rate than traditional bank loans. The bonds eventually will be sold to investors through a public offering, and bondholders won't have to pay taxes on earned interest.

Founders Village officials expect their continuing care community to open in late 1999 and cost about $100 million to develop. So far, CBN has received more than 10,000 inquiries about the community, although construction won't begin until the spring or early summer.

The city's development authority previously approved its largest-ever economic aid package to support the project: $750,000 for off-site infrastructure improvements.
