WILLIAM C. ANDREWS JR.

William Chapman Andrews Jr., 83, died Monday, Nov. 3, 1997, at a local nursing home.

Born in Zuni, Va., he was a lifelong resident of the Newport News area. Mr. Andrews retired as the first Commissioner of the Revenue for the consolidated City of Newport News in 1974. He began as the Director of Finance for Warwick County, later serving as the first and only Commissioner of the Revenue for Warwick County and for the City of Warwick. A longtime member of First Presbyterian Church, where he had served as a deacon, he remained an active member of the Franklin Harvey Bible Class. He was past president of the Commissioners of the Revenue Association of Virginia; a life member of Sertoma International; a member of the Hampton Salvation Army board of advisers; a member of advisory board for Long Term Care, a Division of the Riverside Health System; a member of the board of directors for the Peninsula Agency on Aging Inc.; a member of the board of directors for Warwick Forest; a 32nd degree Mason and a 60-year member of the Blackwater Lodge in Zuni; a former member and a past president of the advisory board for Patrick Henry Hospital; a member and past president of the board of trustees for his alma mater, Fishburne Military School, and a member of the Warwick Ruritan Club.

He is survived by his wife of 55 years, Lucy Lisenby Andrews; a daughter, A. Courtney Andrews of Harrisonburg, Va.; a son, the Honorable William C. Andrews III of Hampton; four grandchildren, William Wallace Sanford Jr., Laurence Andrews Sanford, William Chapman Andrews IV and Anne Hampton Andrews; a brother, Russell D. Andrews of Smithfield; and a niece and three nephews. He was preceded in death by a brother, Leo R. Andrews.

A funeral will be conducted at 11 a.m. Thursday in Riverside Funeral Home by Dr. Eugene S. Soud. Interment will follow in Forest Lawn Cemetery, Suffolk. The family will receive friends at the funeral home from 7 to 8 p.m. today.
