FIRST COASTAL PROMOTES COWAN; HIRES POPE: First Coastal Bank promoted Tanya Cowan to assistant vice president/senior internal auditor. She has been with First Coastal since August 1996, when she joined the company as internal auditor. William Edward Pope has joined First Coastal Mortgage as a loan officer. He was with Atlantic Regional Mortgage Corp.

STRONACH NAMED PROJECT ENGINEER: John M. Stronach was named a project engineer at Bengtson, DeBell & Elkin Ltd., a full-service consulting engineering firm for residential, commercial, industrial and government clients. He will be responsible for managing civil engineering tasks for both private development and government clients. He has seven years of experience in general civil, environmental and transportation engineering.

PROMOTIONS AT HEAVY MARINE & INDUSTRIAL SUPPLY DISTRIBUTOR: J. Henry Holland Corp. promoted Tom Ryan to vice president/general manager and Larry D. Lusk to vice president-sales. Ryan, who has been with the company for 23 years, will be responsible for the administrative, human resources, purchasing and operations. He was in charge of purchasing for both domestic and imported goods. Lusk will oversee all sales and marketing for both commercial and government accounts. He worked as an outside sales representative in the Peninsula, Williamsburg and Richmond territory. He has been with the company for 15 years.

STANDARD & POOR RATES SPSA BEST WASTE TO ENERGY SYSTEM IN U.S.: According to a recent report by Standard & Poor, the Southeastern Public Service Authority is the best solid waste to energy recovery system in the country. SPSA ranked first among seven waste management systems utilizing waste-to-energy and fourth overall among a total of 15 systems rated. Standard & Poor's business profiles measure a company's abilities to effectively compete in the marketplace and considers five factors in its assessment, which included: management's ability to adapt and respond in the business environment; operating efficiency and capital needs for solid waste collection and disposal facilities; competitive position and project economics; market conditions and waste flow available in the service area; and regulatory environment and the impact of external pressure brought on by regulation and environmental mandates affecting a system's ability to compete. SPSA has been providing efficient and environmentally sound waste disposal services to the region and its residents since 1985.
