ANNUAL ASSESSMENT: By a three-to-one margin, Colington Harbour property owners recently voted to increase the annual assessment by 5 percent per year for the next five years.

The annual assessment will increase to $136.50 in April under the terms of the balloting.

A total of 651 owners of nearly 960 lots participated in the voting, which resulted in 716.73 votes in favor of the increase and 243.25 against.

Colington Harbour contains 1,413 assessable lots and is the largest unincorporated community in Dare County.

The full amount of the increase will be dedicated to road repairs.

DARE COUNTY

BUDGET CORRECTION: The Dare County Bard of Education met Tuesday at Manteo High School to approve a budget amendment to transfer $165,000 from the board's local operating expenses to the local capital outlay fund.

The action was necessary to correct a transfer from capital outlay to current expenses that was incorrectly transferred during the 1996-97 school year.

The funds were designated ``as transfer to capital'' in the budget resolution approved at the Oct. 29 meeting.

The corrected budget amendment was prepared in collaboration with County Finance Officer Dave Clawson, who will present it to the Board of Commissioners for approval Monday.

FOOD DRIVE BENEFIT: Vans Pizza and Bar will host a food drive benefit Dec. 13 for less fortunate families at Christmas.

Five bands will play from 8 p.m. until 2 a.m. Admission will be $5 at the door, with a $1 discount if a can of food is presented.

All proceeds go to the Food Pantry. For more information, call 441-5534.

SUBSTITUTE TEACHER CLASS: A Substitute teacher orientation for people who hold current teacher certification will be held at the Dare County Board of Education Office from 8:30 a.m. until noon Monday. There is no charge.

A 40-hour Effective Substitute Teacher Training class will be offered, beginning Jan. 13, at Manteo High School. The cost for the class is $35 plus a $20 fee for materials.

If you have questions, call Nancy Austin at 473-5841.

MUSICAL DRAMAS: Two musical dramas will play Friday and Saturday at 8 p.m. in the Dream Center Theatre.

``Bright New Wings'' will be featured Friday night and ``Gideon'' Saturday. The musicals will be performed by Jeff and Gloria Emmrich.

Tickets are available at Hosanna Christian Supplies in the Dare shopping center for $5 each, or $8 for both shows.

The Dream Center is at 300 E. Baltic St., MP 11, behind Centura Bank. For more information, call 441-5223.

SOUTH MILLS

DISMAL SWAMP REOPENS: The Army Corps of Engineers will reopen the Dismal Swamp canal today at 8:30 a.m.

The locks and bridges will operate at 8:30 a.m., 11 a.m., 1:30 p.m. and 3:30 p.m. seven days a week. Vessels are permitted to moor overnight in the canal.

Only one operator is scheduled at Deep Creek and one at South Mills, so the bridge will not be manned when the lock is operated, and vice versa. Lock and bridge operators monitor channel 13.

Mariners are also advised that this scheduled opening is subject to delays caused by weather or unforeseen difficulties. Contact the Norfolk District Office at (757) 441-7641 for more information or refer to the Coast Guard Broadcast Notice to Mariners.
