NORFOLK

TRANSPORTATION SECRETARY TO JOIN NORFOLK SOUTHERN: Virginia Secretary of Transportation Robert E. Martinez announced Wednesday he will return to Norfolk Southern Corp. when Gov. George Allen's term of office ends. Martinez will join the Norfolk-based railroad Feb. 1 as assistant vice president for marketing. Before joining the Allen administration, Martinez had been manager of strategic planning at Norfolk Southern.

VIRGINIA BEACH

APPOINTMENTS AT ENGINEERING FIRM: Christopher L. Hasty and H. Leonard Matthews Jr. have joined the engineering, surveying, planning and landscape architecture firm of Patton, Harris, Rust & Associates. Hasty, a 1994 graduate of Old Dominion University, will serve as a design engineer. Matthews, a 1973 graduate of ODU, will serve as a senior project manager.

NEWPORT NEWS

ENGINEERING LAB ACHIEVES STATUS: Engineering Development Laboratory, an electronic contract manufacturer, has achieved ``SHARP'' site status under the Virginia Department of Labor and Industry's Safety and Health Achievement Recognition Program. A ceremony marking the honor was held at the company recently and the worksite was presented with the SHARP flag by Charles E. Lahey III, state deputy commissioner.

VIRGINIA

COVINGTON PROMOTED AT RICHFOOD: Alec C. Covington was named president of wholesale operations at Richfood. He will oversee the company's wholesale divisions including the sales, marketing, distribution and logistics management functions. He most recently served as corporate executive vice president and chief operating officer of wholesale operations.

REYNOLDS METALS TO SELL MILLS: Reynolds Metals Co. agreed to sell its European rolling mill businesses to VAW Aluminum AG of Germany as the second-largest U.S. aluminum producer continues to shed assets and costs. Terms weren't disclosed. Reynolds said the sale, expected to be completed in the first quarter, won't have a material effect on earnings.
