That act prohibits hunting the birds without special regulations, and allows the Fish and Wildlife Service to issue special-use permits for bird depredation. A story Friday said the birds were a threatened species protected by the Endangered Species Act. Correction published Wednesday, May 17, 1995. ***************************************************************** FLICKER: NO FRIEND OF THE LIBRARY THREATENED SPECIES OF WOODPECKER IS NOISILY NESTING IN CHESAPEAKE
