We are encouraged by a recent statement issued by Governor Allen supporting Virginia higher education and pledging support for those universities which make progress toward greater efficiency.
We also believe that higher education, indeed all of state government, must maintain rigorous control of costs and we pledge ourselves--as evidenced by our restructuring plan--to seek continuous improvement.
The governor's statement indicated that public safety and education should be the top two priorities of state government. We are gratified that the era of across-the-board cuts for colleges may be over. We appreciate the show of support for education. We believe this indicates that the governor and others in state government also will not be satisfied with Virginia's ranking in the bottom one-fifth of the nation in per-student support for higher education. We look forward to seeking an appropriate balance among state resources for the needs of the commonwealth.
